When you make a call when you are traveling abroad, you are charged by the local carrier where you are visiting as well as by your own "home" service provider. For example, roaming calls made in the UK by a visiting South African using a South African cell phone account incur two charges, the first by the local UK company, the second by the South African cellular company. This adds up to a lot of money.
